Tai Chao-mei is a Taiwanese singer-songwriter born in Kaohsiung on January 15, 1958. She entered Wenzao Ursuline Junior College of Modern Languages in 1973, majoring in English and minoring in Spanish; after graduating in 1978, she transferred into the second year of Fu Jen Catholic University's Department of Philosophy. She later earned a master's degree in communication management from Fo Guang University.

Her music career began with a campus songwriting competition. In 1977, Tai Chao-mei co-wrote "如果" with her Wenzao classmate 施碧梧 and entered the composition category of the first Golden Rhyme Awards. Her early recordings included both duets and solo compositions. "邰肇玫.施碧梧-二重唱創作專輯" was released in 1980, followed the next year by "雪歌" on Rock Records. "雪歌" was produced by 彭國華 and arranged by 陳志遠, with all tracks composed by Tai Chao-mei; except for three works, the lyrics were written by her longtime collaborator 楊立德.
